I do not have a PayPal account that is active. I have two charges on my credit card statement that says PayPal and I did not use this. So I want to contest these charges.

You must be setting up Premier and Business accounts.

Registration

Visit the PayPal site to review the account types (personal, premier and business) and the terms of service.

You must also select two challenge questions and answers that you will use to request a lost password if yours is lost or forgotten.


Verification
After you register, PayPal must verify your identity and your financial information before you can use your account to make payments.

Linking Accounts

Upgrades

You may need to upgrade your personal account to Premier or Business if you need to accept credit card payments.

PayPal charges Personal account users fees for receiving money from credit card payments.
It also limits your total monthly transactions.

Just visit www.paypal.com and click "Sign up" on the left side. You will need a credit card or bank account that you can link to your PayPal account in order to send and receive money.

You must mean "Confirmed Address" since you are a buyer, not a seller. "Verified" stamp only pertains to sellers.
Anyhow: Here's from the Paypal FAQ.
PayPal offers confirmed addresses to help:

• Guard against stolen credit cards.
• Prevent identity theft.
• Decrease chances of receiving a chargeback. (However, it is important to note that you can still receive a chargeback for reasons unrelated to fraud.)

Confirmed address means:

• When a buyer's credit card billing and postal addresses are the same.
• In some cases, PayPal has examined the buyer's PayPal account history.

Inform your buyer about how to confirm their address by communicating the following options:

1. Add a credit card to their PayPal account. PayPal will confirm the credit card billing address (the address where you receive your credit card statement).
2. Alternative address confirmation. This process takes several days and is only available for US accounts. To learn more, log in to your PayPal account and visit Alternative Address Confirmation.

Paypal allow shoppers to purchase online without providing directly your credit card information. If you trust this reseller, you may do so, however, the risk is greater.

Verifying your PayPal is easy, as soon as you hooked your credit card to your account, a temporary charge will be sent to your account, and within 2-3 business days you can get the code from your statement and enter it in your Paypal verification screen. If you have the code do this;

Log in to your account.
Hover your mouse in "Profile" then click "Add/Edit Card".

After putting in the code, your account will now be verified.
