The crank is loose and/or the bearings inside the bottom bracket are worn. There should not be any wobble in the cranks and they should spin freely, without noise, when spun with the chain off. Tighten the bottom bracket retaining nuts, which may require a special adapter. If it doesn't spin freely, you'll need to rebuild or replace the bottom bracket.
Hi the crank bearings have gone
SOURCE: window crank wobble.
very well could be that the teeth on the handle are stripped. if you take the door apart, all it is is a pin that holds the handle on. really no tightening
SOURCE: I need to find a chain fot a schwinn meridian bike
You should be able to go to a bike shop and they would be able to cut a length to size for your bike if not I have had luck lawn mower shops they do carry chains

I can only assume you are attempting to remove the crank from the bottom bracket. This sounds like an square taper bottom bracket.
As such you are more than likely going to need a "crank puller" which is a special tool that threads into the large threads in the end of the crank and will allow you to push the crank off the bottom bracket as you tighten the center bolt (on the crank puller tool)
If you have a gearing puller handy you can also make that work with a little fanangaling.
