Do you have drivers for Win 95 for your device? It should work as a basic monitor. Remember Win 95 driver catalog is very small compared to Win 10. Some monitors on Win 95 needed drivers. Dells did, gateway, etc',

Hi,
There is no need to install any driver for the monitor as the inbuilt drivers always work with all operating systems and windows 7 have thousands of drivers inbuilt.

Did you inspect the caps, any bulging one? Measure the power supply to see if you do have 5v and 12v on the power supply/inverter board.

If you are using analog VGA cable, replace it with one that has ferrite rings near both ends. The best is to use DVI digital cable but this depends on the capabilities of the videocard and the monitor ofcource, but I think this monitor has DVI input.
