te fly wheel is rusted over the magnets remove cover and sand the wheel at the magnets space should be about busnes card thick between the coil and magnets

lift the snow blower up as far as it will go and block it there, attach one end of the heavy spring to the place it attaches on the tractor now attach a come-a-long to the free end of the spring and using the come-a-long stretch out the spring until it is longer then you need it to attach to the other spot it fits on the tractor, pry it over to the spot on the tractor that it goes and slowly let off the tension on the come-a-long until the spring is firmly in its correct position on the tractor. One tip when you attach the spring to the come-a-long use a piece of rope or wire between the come-a-long hook and the end of the spring, so that you have room to attach the spring to the tractor and just remove the rope or wire when in place and you are done. If you haven't already, dump out gas and put fresh in it and try this, if it doesn't work you will have to clean the carb, take it apart and clean all jets ports etc and put back together and you should be Good to Blow Snow, pretty common problem with Small Engines that set half the season.

if there is a nut and bolt to loosen , it is probably rusted up
heating the bolt ( if possible and then spraying wd-40 or other rust penetrate will beak the rust seal and allow the nut to come loose
take it to a mower shop for the fix
