Point your web browser at Send Money Pay Online or Set Up Merchant Account PayPal then click the "Sign Up" button in the upper-right.

I think the people who could help you more with this concern would be paypal themselves so they can check on the transaction with the item number and it may also help if you can provide them with your account information.

You have to set up the account first. Then you have to confirm your identity. Yes you need an email address and after it is all set up...have a little patience It takes 3-5 business day to transfer money either direction.
