I have a Royal Scriptor II typewriter and today the carriage return started malfunctioning. The carriage will not return to the left. Instead it goes to the left than returns to the right to the 70 position. The LCD displays the position as 15. I can't find anything about this issue in the manual.

Sounds like you have a broken torquo limiter tension spring you should have it professionly serviced.

If it returns with the express key the latching mech. on the rt. side is probably gummy. Take off the case, get some WD40 and spray the mechinism that latches the ret on the rt. side below the platen.

Generally yoy can set the left margin all the way to the left by holding down the left margin key and pushing the carriage return button

There is a thin metal ribbon in the back that has come off the wheel. It is a devel of a thing to get back on.
Remove the cover and watch ... you will see what I am talking about.
It may have come un-attached ... equally difficult to fix without the little thingie the typewirter mechanic uses.

Sounds like the return lever arm is not putting enough pressure on the return clutch, or the clutch is slipping. The exp key uses the same clutch but the pressure comes from your finger. Theres no way you can fix this yourself. Get an IBM mechanic.
