Put the outer bag back on the unit. Make sure that you have pushed the outer bag down past a black lip. The piece that holds the inner and outer bag on the vacuum needs to be put on next. The small horseshoe shaped plastic piece goes on with hte open part down. Make sure that the docking station goes behind the lip I told you about. Next put the piece that the inner bag slides into on. This should have the bag back on the vacuum and ensure that it is on properly. If not, then it will pull of pretty easy and blow dirt into the outer bag...not the one that is meant to catch the dirt....I am a manager of an Oreck store.
These units are called dirty air units because the dirt literraly runs thru the fan attached to the motor and is blown into the bag. Most newer vacuums are called clean air because the filter bag is in the path, and the dirt is sucked into the bag, never reaches the fan or motor.
I'd say if it is that dirty, may be a fire hazard, and you may have worn out the seals on the part down at base that pivots to a point that replacement is necessary.
(I'd blow out the dust and keep using if it was me, and then check again in a few weeks, before I replaced. But I like living dangerous.)
do you use a docking station to put your bag on or is it just a push on bag? also when you turn on the vac with an empty bag in it, does the outter bag blow up?
http://www.geeksquad.fixya.com/ThreadView.aspx?prdid=19813&thid=573199 How to clean the dirt cup Posted by Deneece on May 05, 2008 How do you clean the "bagless dirt cup" for my Oreck Cordfree Electrik Broom? I do not have an instruction manual since it was given to me. Hello, I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. The best way to clean a dirt cup is to wash it with soap and water and dry it thoroughly so that there is not water or moisture, do NOT however get the filter wet because it will lose filtration and the best way to clean the filter is to brush off the dirt, wipe off the dirt on the filter, or replace the filter id dust and dirt are getting through, other wise wash the cup only with soap and water. Also contact your local vac dealer or Oreck Store in your area or the Oreck factory @ the number listed below t get a new owner’s manual. So feel free to contact your local vac dealer. So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions. http://www.oreck.comCustomer Service Customer Service Hours: Monday - Friday 7am - 7pm Central Time

Sounds like the Oreck is clogged. You'll have to undo the bag by the way of the clip in the middle at the back of the main black spindel neck and then at the bottom. Then take apart the main neck by pushing the rubber mounts upwards to release the pip fitting locks and holes. You should find that either the top of the neck or the bottom - where the dust channel feeder is located - is clogged. Either that or there may be a clog in the main dust channel after the roller brush or wedged into the fan unit itself - the Oreck XL is a dirty fan system which means clogged dirt can often get stuck between the dirt and the dirt channel.
