It is not based on time,. It uses temp sensors. When surface is cool enough it will go out..

your stove is 220 volts,the lights, clock and controls, they work on 110 volts, and when there is a short on the 220 part of the stove, the elements work on 110 volts.that's the reason they only get warm. there is a short in your stove.
