I had this problem also, make sure your browsre is working since all text messages go through it. I had to program in a new network ,this information should be available to you by contacting your carrier(I have the t-mobile & cingular iformation for this if needed). If browser does work then check message setup(you may have incorrect service center number or gateway entered,also make sure SMS is turned on). To check setup go to message center, select message inbox,select menu, select setup (again you can get the correct info by contacting carrier or I have t-mobile if you would like it)

Error message 38 means there was some type of problem with the number
to which you were texting. When sending a text message, make sure you
are sending the message to a ten-digit mobile number (assuming you are
in the US). If you're sending a text message to an entry you've saved
to your address book, make sure that you stored the number with area
code in your address book.
If all of that checks out, or if you've had no problems texting to this
exact number before, you will want to place a call to customer service
with your wireless service provider. They can look at message logs
within their network to see what happened and why the attempt failed.

hello! just try to go to your message settings and check the message center number of your service operator if correct...

take the battery out of your phone. remove the SIM card. put the sim card back in and put the battery back on and then turn your phone back on. that should fix the problem
