nobody can steal your COA code, now.
if you bought a dead used PC (it is used)
say so (even say what is dead and with photos)
BUT if was sold as refurbished?, say so and say if refurbished to window 10. or w8 or????

if you just bought this used PC at NORMANS store why not take it right back and get one that works or a refund in person
phones do not work for this type of problem
after all they can not see your PC , touch it nor check its serial numbers, at all.
some have the warranty code hidden, only visual inspections by them work,
HP I know does this with codes stamped in the battery well ,just as and example to learn how refurbs work,
if the pC was not refurbed 10 years old there is no warranty and the sales pages would have stated that clear as day, im sure.

also your video is useless for BIOS Password locks or bitlocker or HDD PW locks.
windows recovery is 10x more easy. ask.
real story, 10 years ago new.
bought new.
then 10 years later …
1: kids played on it and set passwords, oops
2: or hdd died ,very common this old!
3: or batteries in all laptops this old are bad , we simply replace them first. always a first things first deal, those 2 batteries the big one and the coin cell both.
4: then BIOS starts working, if not BIOS locked by kids in step 1. or windows PW lost.
more issues with KIDS.
5: or other things failing. (lots of things)

check to see if your starter has power. before trying to start, then with key on then while attempting to start
on the remote situation they are like $50 at the dealer and they program them for free

you need to use the recovery disc that came with laptop back up all important files first to either external hard drive or usb drive then restart computer press F12 on your computer put recovery cd in dvd drive then select boot from cd in the list that comes up when you press F12 when disc loads choose factory restore option.if you haven't got the recovery cd then you need to get your hands on a copy of windows some good deals on ebay at moment
