Well the solution is very simple my friend. Set your Visa Debit card as a Visa credit card and that's it.

No one should ask for additional information from you if they offer PayPal as a form of payment.

I strongly suggest you do not do business with them until you call and talk to PayPal. Just sign into your PayPal account and click on the 'Contact Us' link. Choose, Phone - and you'll be given a PIN code to give to PayPal when you call them

The company you are attempting to do business with, their business practices seem very suspicious.

You're not telling much with this, so there can be a handful of reasons:
- You used your credit card with another paypal account
- You're mistyping some numbers
- your bank/country is not doing business with Paypal
etc.
You may want to check if your card has the three-digit code on the back, next to the signature field. Paypal wont do business with cards that dont have this code, think it's CVV code or alike.
