You can adjust regional settings for number, currency, date and time formats to match those used in your country.

You need to ensue your regional settings are correct, as it sounds like your keyboard mapping is messed up.

Open the control panel > Date, Time, Language, and Regional Options > Regional and Language options.
Then make sure ALL the drop downs are correct for your country
1.Standards and Format - Regional options tab
2.location - Regional options tab
3.Languages tab > Details Button > settings tab > Default input language
4.Advanced tab top drop down.

I followed your instructions and replaced the digitizer. My screen has been on and is still on with the wrong date and time. Do you think it just needs to charge with the new digitizer to begin working? ...

okay for the time and date hun you need to set it to the region where you are . suppose you in the UK and yr gadget is set parameters for USA the time and dates and the @ sign will all be wrong
so go to start- control panel- pick a category- choose date,time,language and regional options click regionaland language options button check if under the regional option - it says {NAME OF THE COUNTRY YOU ARE IN. if not then change it simply by clicking the drop down menu. then click ok- dont mess with the lil numbers yu see inside that panel-even if the region is ok you need to juss try the top instructions.
sometimes restarting the whole pc helps

Japan language format

Start Button > settings > Control Panel > Regional and Language > Formats tab, scroll to English (United States) > Location Tab, scroll to United States > Keyboards and Languages Tab, click on change and scroll to English (United States)-US , click on the add button and remove the japanese keyboard...hit apply. Click on Language bar and select hidden. click apply and OK and drop that window. Click on the administrative tab > Click on System Locale and change to English - (United States) Hit apply and ok and your keyboard and language is now American, English

Double click on the time in the right hand bottom side corner. Then click on Change Date and time settings. then "Change Date and Time".There you would be able to set the date and time

REGIONAL SETTINGS
