Do you mean Blocked?
If this is what you mean, most of the time this caused from the E stop button being stuck down. If the cord is wrapped the handlebars it can hold the button down without you knowing. Unravel it and push the E stop button a few times.

I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. It sounds to me that you may have a bad switch and it should be replaced and the cost is not that expensive, or the worst scenario would be that the motor is gone and needs replacement or both.
