Where do I find the Temp. Control so I can turn it up.

If it's gas the control usually is at the bottom of the tank where the gas line comes in.
If it's electric there should be a little trap door either at the top or bottom and the heat control is behind that door. The door is usually held in place with a screw There is a little dial with numbers you can turn up or down. There are electrical wires that you should not touch as well.

For electric tank: Push in the reset button located on upper thermostat.

For gas tank, then more specific information might be needed for example if unit has power vent, when was the air intake cleaned, is the pilot lit, what brand and model number etc etc..

Water temp stays at 160 degrees

Specific type of water heater does not show on web search.
I am guessing you have tank-type electric water heater.
Did you replace both thermostats and test elements?
Element could be cracked, thermostats can stick open, upper thermostat wired incorrectly, wire shorted.
We know that electric power to water heater is good, and circuit breaker is good.
Why is eco is not tripping? Why is TP valve is not leaking?

My dad lost the manual to his 606 Model # 640DORS. We can't figure out where you change the temp.; the person who installed it several years ago, turned the temp. way down, and in the winter, it doesn't...

Remove access door usually on upper side of unit. Will need to unscrew retaining screws. Under cover is a thermostat that you can adjust to your liking. Reattach cover when done.

Cant find how to change temp setting

You have a panel down at the botom squease it together and it will come out (tabs in a slot) in this access area is your controls, Your t-stat just looks like a small box with a pointer on it, you will need a small screw driver and turn it to the temp you want. Move it a little at a time. Not to hot it can cause the pop off valve to pop if it is old.

which ever one has the temp on it would be the one,, is it gas? or electric? if gas it would be on the gas valve ,, if electric it will be under the cover where the elements are
