Hello,
If your HP printer Orange light Blinking then Remove the cartridge from the printer.
Disconnect the power cord form the rear of printer.
Unplug the Power cord from the Wall Outlet.

It has everything to do with the cartridges. I had just refilled a color at Walgreens, and it wouldn't work. I switched to an old (empty) one and it does work. Several people say that hard core cleaning will solve it.

the moving ink frame is probably pointing to a symbol such as replace color ink( three dots on ink cartridge picture). Replace color ink. You are probably printing your black and white documents with colored ink--always select black or greyscale.

I put in new cartridges and the orange light keeps blinking

If that's the access foor at the back of the printer might just be loose or unlocked. Try locking the door into place and see what happens. Or if you have a duplexer. Try these:
  1. Press the buttons on each side of the duplexer to release it. Figure 7: Press the buttons to release the duplexerc02622982.gif
  2. Remove the duplexer from the product.
  3. Reattach the duplexer. Press the buttons on each side of the duplexer, and then gently push the duplexer back into the rear of the product until it snaps firmly into place. Figure 8: Reattach the duplexerc02622983.gif
  4. Repeat the steps to reattach the duplexer if the lights remain on.

try cleaning the contacts with a wet towel
from both cartridge (black and color) and in the printer
where the cartridges get in (metal pins)

make sure thats the right one and to test page and cean the heads if there still not ok change the cartridge again
