Why do you need to do that? There is no provision for a process that totally resets that scanner.

Follow the link below to download/print the manual for your scanner. You may or may not be able to hear the services you mentioned using this scanner due to its limited frequency coverage. Many public service agencies now transmit in the 800MHz range, and many have upgraded to trunked and even digital radio systems. I cannot find any reference to PCH LOCK, but an educated guess would be that it means all programmed channels are locked out. If none of the 10 channels contain programmed frequencies, displays will show 000.0000MHz, and all channels will be locked out. Programming a frequency into any channel should override the lockout. On the other hand, the message could indicate that this old scanner is tired and in need of replacement. Here's the link to your manual:

Channels have to be programmed with a frequency before the scanner will allow them to be unlocked. The L/O indicator should automatically turn off once a frequency is in memory.

Whats a bc60xlt-1 ? It sounds like an old unit that has been modified... am I right?

The BC60XLT is a 10-channel scanner. During its production run Uniden expanded it to 30 channels and renamed it the BC60XLT-1. Need the manual for the -1? You can download and print it, at no cost, here:

I need instructions on how to program frequencies into 10 band coverage bc60xlt

There are two versions of the BC60XLT. The BC60XLT (two digit display) and the BC60XLT-1 (full display). Both of these cover 10 bands, but the two digit display model has 10 channels where the full display version has 30 channels.
