this is non standard desktop, small case.
that's ok.
so you have monitor there, a LCD monitor Im sure and fully unstated by you.
is the monitor LED showing amber or the PC power light amber.
both can do that and not stated
if the monitor shows amber, that means
the PC is dead. or in stand by sleep mode.
first turn off the PC.
then turn on the monitor first
let the monitor show, NO signal.? warning.
this means monitor is ok.
this means the monitor sees PC dead. and is.
then turn on the PC 2nd, not first.
the PC , may need a hard reset.,
to do that, we unplug the PC, from the wall.
1: AC jack pulled, to PC, case.
2: push power button for 10 seconds.
3: release it.
4: AC jack power cable connected both ends.
5: push power and hear fans turn if not the PSU is dead or PC has shorts inside.
if the monitor is dead and its menu button is dead, (OSD menu) we test the monitor on any other 2nd PC known to work (easy no?)
and if it works ok good, if not the unstated monitor is dead. (older than 2010 monitors are all dead now, from CCFL deathh)
ok we are at (now) monitor tests ok.
and now we test the dead PC.
A dead PC , has no sounds, fans dead.
A dead PC can have fans ok and be dead.
We push CD tray button if no eject works PC power is bad (in 1 of 2 way)
1:PSU is bad.
2:psu sees shorted modules inside PC.(overload)
PC dead??
We then guess PC is dead, that it??? unstated !

PC is dead. and screen 100% dead.(or shows no signal for 10 seconds and goes black.
amber light means power failure. in the PC.
The RTC coin cell battery in your motherboard is due for replacement. seen in the manual clear as day there and how.
what we do is do a strip down tests.
we assume any module in the PC is bad.
and remove them 1 by 1 to find the Culprit.
most folks are afraid of a screw driver.
but if not here is the steps.
we do the easy pulls first then the more time consuming last....always.
we can also test the PSU , with a jumper clip
even bench testing PSU is easy, or all its cables (inside) unplugged. 24pin and all red or yellow colored wires to it unplugged)

If you have a PARALLEL cabled printer, You need the same sized port on your PC.
Most newer PCs no longer have serial ports, as they are antiquated and slow method of communication.
There are adapters however, if you have a smaller SERIAL port.
And ones that are USB - or a combo one like the following....
The Inspiron 531 Does not appear to have the PARALLEL port you require.
My 812c (older) has a parallel cable and usb cable. Look for the Mini USB on the back of the printer, and all you would need is a cable like this - TYPE A to TYPE B

I would think the batteries need replacing. That happened to my Dell Latitude CPI. The batteries won't charge past about 3%, so I got new ones and that did the trick. If this is under a year old I would contact Dell about it, if it is under a year old they should replace the batteries.

You should talk to a Dell support specialist. The blinks are actually a code that tells you exactly what is wrong with it.

The Yellow Light of Death, anyway turn on Your PC, as it starts You will here some beeps especially on a Dells. Count the beeps , there will be a slight pause so it will beep once then pause then beep again. Count the beeps and that will be Your code. Go to Dell Support site and look up code. Most of the time a Yellow amber light means that there is trouble with Your Motherboard but thats not to say its the Motherboard itself, it could have possibly burned out Your RAM, Processor, Heat fan, even the power supply itself. So look up the code and at least You'll have a better chance of finding the solution, Good Luck
