Agree with Clive and Carl. Something is holding the line off hook, whether another handset, shorted line cord or jack, or a bad handset..
Line in use means the line is seized or off hook, this can also be caused by a short on the phone line.

is it analogue or a newer digital phone line ?
Are there any other phones on the phone line ?
I guess it is a base unit. I have 5 phones on this line and have used it this way for years.
