this PC is 12 years old today so old it is.
most laptops this old for sure found laying about
are dead.
bad huge battery is first to go bad.
so get it the heck out of there and run on AC pack only, ok?
then test the hDD.
most HDD fail this old many at 5 years, much less 12 ,
run with no battery
put in a new RTC CMOS BATTERY IS RECHARGABLE.
Unlike all other PCs on earth.
it solders down. and loves to leak phospate this old.
it only charges with power turned on, and odd duck rule there, so charge it for say 12 hours tuned on. see if it gets better.
the screen is not deaD as most are with those crummy CCFL back lamps, do as soon as 5 years old.
the next tests is the hDD test.

Yes it may be possible, installing and updating antivirus may have figured our corruption in urlmon.dll deleted the file or did some changes due to which you are getting the critical error
You can try 2 things,
1. Restore earlier settings, which may uninstall your antivirus and you need to install again. But if this works recommend you to first scan the system with free standalone antivirus availalable and then install your version of antivirus. Try following link

2. Repair the URLMON.DLL file
1.Insert your Windows XP CD in your CD-ROM drive and boot your computer from the CD.
2.When the Welcome to Setup screen appears, press R to open the Recovery Console.
3.When prompted for an administrator password, type the password and then press Enter. In case no administrator password was set, just press Enter.
4.At the Command Prompt, type the following command and press Enter
cd %systemroot%\system32
5.Next, type the following command to rename the urlmon.dll file and press Enter.
ren urlmon.dll urlmon.old.dll
6.Now, to restore the original urlmon.dll, type the following command and press Enter.
expand [CD drive letter]:\i386\urlmon.dll %systemroot%\system32 /Y
7.Next, type exit and press Enter.
8.Restart your computer.
3. Repair complete OS. You will need XP CD
Boot from CD and follow the instructions to repair the OS

The file is damaged and cannot be accessed. If the file is on the hard disk, then a fresh/new copy needs to be copied onto the hard disk.

Turn on your laptop and look at the first screen that comes up as soon as it is on. This screen will tell you "Press x key to enter setup", replacing "x" with the actual BIOS access key. It's usually "Del" or "F2" on Toshiba systems.
Press the key firmly and quickly before the screen goes away. If you do not react quickly enough, you will miss the window of opportunity to enter the BIOS. On Toshiba systems, this window of opportunity is somewhere between two to five seconds.
Navigate your BIOS configuration screen to the "Boot" tab. It is usually just before "Exit."
As the first boot device, select "USB," or "USB HDD." If you have a "USB ZIP" option, you might be able to boot from it, so select that if you have no other choice.
Press the button for "Save and Exit" in your BIOS. The correct button is usually F10.
