If this is a phone that has been used for a while, there may be ear wax plugging the earpiece. If not, take it to a phone repair shop as it may need receiver replaced.

It seems a known issue. You could use the speaker or use a Bluetooth earpiece.

Did you increase the Volume whilst ON a call? Otherwise you are just turning up the ringer volume.
