I believe your Toshiba TV model number is 46L5200U/U1, if it is, the problem is a defective LED strip.

The LED panel is made by Samsung, the LED strip board number is 2012SGS46 7030L 64 Rev. 1.0, The Samsung part number is LJ64-03495. You may purchase it from EBay.

I replaced the backlight on my toshiba 46L5200U. The back-light now stays on but the toshiba logo nor any picture is viable.

some of these sets do not have internal speakers. If they have red and black connectors on the back marked speaker out it has external speakers. that being said, if yours has internal speakers go to the set up menu and fallow down to audio. IT will be found there. SPEAKERS ON /OFF
