If multiple remotes used to work (your xfinity and the one that came with the tv), and don't anymore, my first thought would be the issue is with the TV and not the remotes. Is there something physically in the way of the infrared sensor on the TV? Often the sensor is on the at the bottom of the screen on the front, so if your TV is on a table, it's easy to set something in front of it.
Aside from that, there's the normal troubleshooting stuff, see attached images.
SOURCE: Controls not working on Philips 28" TV
We had this problem with a 28PW6515. The control would work for 30 seconds after switching on, then nothing. It was diagnosed as the "glue chip" which handles all the control functions. About £200 to fix it as it's a surface mount chip.
SOURCE: Volume controls dont work when using remote
I would start by trying other codes on the universal remote. Sometimes codes will only work part of the remote such as the numbers or channels but not volume. Your motorola cable remote sounds like it may only need a good cleaning. sometimes when you take remotes apart it will look like somthing got spilt in it. I would start there first.

dont blame the receiver yet, the problem mostly comes from the remote control. it may be the infrared emiting problem. checkout if the infrared in the remote control is emited well. to see this infrared you can read the article at http://www.unique-stuff.co.cc/fixing_remote_control_check_infrared.html
good luck

Rich,
My 52PFL7403D/F7 just experienced the same problem as yours. Were you able to find a solution or fix for your problem?
Thanks,
Eli
