Either the temperature control thermostat or the damper that controls airflow from freezer to fridge. Both are repairable.

SOURCE: Side by side GE refrigerator freezing food in refrigerator.

The unit is having a damper control issue. In the back of the refrigerator there is an assembly that is in the center at the top. It connects to the freezer side. The damper is broken, cracked or has an obstruction. Check this and see if it is the problem.

SOURCE: GE Profile Arctica Side-by-Side Refrig PSC23MGMB IS WAY TOO COLD!

it sounds as if the ice door is not closing properly. Check the little rubber door seal to see if it is sealing properly. If not try a hair dryer to soften it. Otherwise you have to buy a door kit.

SOURCE: Ge Profile Stainless Steel Refrigerator panel replacement

You can replace the doors but you will think you bought a new frig when you see what they cost. Most come as an assembly and are very expensive.

The recall reads (in part):

GE Consumer & Industrial places a very high priority on product quality and customer satisfaction and thus continuously assesses our product reliability. The models affected are side-by-side plastic liner, side-by-side metal liner, bottom freezer two door and bottom freezer French door. The models were produced between May 2005 and August 2006 (HH – RL serial range) and are included in this program.

Potential Additional Covered Parts:

Specific parts involving the failure of the main board are included in this program. These parts are limited to the following:

-Evaporator Fan failure, only if accompanied by a Main Board failure

-Dispenser Board failure, only if accompanied by a Main Board failure

Fridge not staying cold

Milk is a very delicate product. If you store it on an upper shelf it will not stay as cold as storing it on a lower shelf. The temperature you quoted for the refrigerator is satisfactory. Making sure the condenser under the back behind a removable panel will help the system run more efficiently and save on your electric bill also. Also behind the veggie drawers on the left bottom of the refrigerator compartment is a vent which returns the air from the refrigerator to the freezer to be cooled. Check and make sure there is nothing obstructing the air flow at that point.
