both OS were and option new at HP.

This sounds like the hard drive may be corrupted, do you have an install disk? If so reboot from it and select repair, if that does not work then a re-install may be in order. If this is a windows 10 operating system if you don't have an install disk, when it is turned on just as it looks like it may be starting hold you power button and a few times, after about 2 times of doing this you should see starting repair, if you are able to get in there look at your options, select advanced if your able to and reinstall if it allows. If this is not possible the you will need an install disk.

CAN YOU TELL WHAT RESTARTING MEANS.
ON THIS TOWER PC.
CAME NEW WITH W7
OR 2 DIFF. LINUX, REDHAT OR LUBUNTU.
WE CAN NOT GUESS WHICH os IS THERE.
OR what restarting means,
if if cold boots itself,or shuts off.
tell with the screen does. fully.
or goes to sleep mode
or goes to screen saver or lock.
or is windows doing updates, forced if upgraded to w10. wow.
you push power on.
the PC turns on,
and both fans spin and blow air
CPU fan and rear PSU fan both most blow air
if not the PC over heats and shuts down,.
the PSU will shut down too for any overload it sees.( this prevents that catch fire thing)
then the BIOS POSTS. (error y/n)
the BIOS boots from 1 of many listed devices. (media)
HDD0 is first. in the list ,(if set right)
and than HDD 0 boots windows
or what ever came on your PC,even Linux diD

what tech does
is clean the PC first. all fans and all air paths so the poor thing does not over heat.
next we boot linux test CD in the CD tray
if linux runs in the CD perfectly we then know in minutes,gee the PC is ok
but not the HDD (possible next)
using same CD we test the HDD,smart tests.
if that fails a new HDD is the ONLY CURE.
ok that passes
and we now your OS on HDD 0 is corrupted
this takes 5min work after the clean job.
