Make sure that the clothes in the washing machine are of similar fabrics ( cotton: polyester: wool, etc) do not mix cotton with polyester because cotton will absorb more water that Polyester during the wash cycle, and put the machine out of balance during the spin cycle.
If this does not work, it could be that one of the tub suspension damper units is worn, and not doing its job of stabilizing the load.
If the machine is making a lot of unusual banging noises, during spin, it could be that one of the counter balance weights that are attached to the tub, have become loose or detached, which will also give the same effect as an out of balance load.

Out of balance switch will not stop washer when load becomes out of balance.

Your switch is bad. You don't necessarily need the switch. Snip the wires off either side of the switch and fuse them together with a wire connector.

it could be weak shocks for the drum or the springs. you can also overload the washer. there should be a gap in filling washer with clothes around 5-to 6 cm's on the drum ring this gives space for movement and balancing. the washer can also become out of balance if the bearing is damaged, if you can lift the drum from the bottom of the ring and it moves up and down by few millimeters and feels lose then its usually a sign the bearing is weak. this can make the display say there is a problem with balance. 6kg or 7kg is the weight of the clothes and water not the clothes. over loading the washer damages the bearings and put more pressure on the shocks and springs.

During final spin cycle a code that says DC of balance load and there is a bang from the tube

The DC code that comes up is just saying that the load is "off balance" to resolve this, open the washer and redistribute the last and restart.

The bang fron the tub that you hear is just from the load being off balance. Generally it's just the weight difference on the tub when the washer stops spinning. This is normal for an off balance load and is nothing to be overly concerned about.

If you are getting the DC code a lot, take a look at the types of loads you are washing. Are they small? Is it a mix of small and large items? Is it a few large items? This may be the answer to why you are having off balance issues. The Neptune is a very large washer, and can get off balance very easily with smaller loads. Try making loads larger or if you are washing for example sheets, try washing them in 3's. This will make it easier for the washer to balance the load.

Will not spin or agitate

Get the model number. It may have an off balance switch that is stuck. Try moving agitator like its off balance and then turn on.

Out of balance spinning.

there is a spring that hooks to the back the tub of the washer and conects to the frame of the washer its there as a counter balance. if that spring was not put back in place the washer will shake like crazy. if that spring is conected the basket is warped

Washer unbalanced apparently

There is supposed to be a load balance sensor which detects out of balance loads then reverses the motor to re-balance and try again. If your washer is chunking along out of balance, perhaps the sensor is not operating properly. I have heard rumors of bad electronics with The Axxis.
