The valve should be closed while siphoning from the antifreeze. This allows the RV pump to draw it from the jug instead of the holding tank. You can not use city water or other pressure to move it. If all else fails and you are using RV antifreeze imply place the antifreeze in the holding tank. turn the valve open and use the faucets normally until you get liquid out of them. Come summer you can simply add 1/4 cup of non-phosphours bleach to every 5 gallons of water to clean and purify tour lines and tank again.
Sounds like scale build up in your hot water heater. Aqua-Pure makes a nice scale inhib thats installed on your cold water supply to your hot water heater. Parts and all is about $150.00. Add labor and your set unless you can solder then its a DIY. Homedepot sells the filtration device by Aqua-Pure.
Check the battery voltage. It should read around 12 volts. I have the same unit that did the same thing. The battery voltage was down to 6.5 volts. That was enough to power the LED but not enough to run the unit. Once I used a known good battery everything worked fine. Good luck!
