Installed new governor, adjusted governor arm, install throttle cable back where is was, now when I throttle it up it rev's way too high, is it passible that one of the governor arms has come off.
Depending what it's fitted to 3200rpm is about where it wants to be . Sounds like you need to re
set the govenors
3600rpm is the normal running speed, the governor is a centrifugal spinner inside the engine, it works against the governor arm and then the carb, have you re set the governor arm? if not manually push the throttle wide open (engine not running) and hold there, now slacken the governor arm clamping screw, with a pair of pliers turn the central pin in the arm fully in the same direction as you pushed the throttle, now re tighten the clamping screw.
SOURCE: Briggs and Stratton 25 HP V-Twin runs at very high RPM even with the throttle on low.
Did you do anything with the jets or the needle valve
Testimonial: "I removed everything that is removable and if it wasn't plastic I soaked it over night. Then sprayed carb. cleaner in all holes, used pipe cleaner and wire from bread tie. finally I blew everything out with air compressor."
