3600rpm is the normal running speed, the governor is a centrifugal spinner inside the engine, it works against the governor arm and then the carb, have you re set the governor arm? if not manually push the throttle wide open (engine not running) and hold there, now slacken the governor arm clamping screw, with a pair of pliers turn the central pin in the arm fully in the same direction as you pushed the throttle, now re tighten the clamping screw.

SOURCE: Briggs and Stratton 25 HP V-Twin runs at very high RPM even with the throttle on low.

Did you do anything with the jets or the needle valve

Testimonial: "I removed everything that is removable and if it wasn't plastic I soaked it over night. Then sprayed carb. cleaner in all holes, used pipe cleaner and wire from bread tie. finally I blew everything out with air compressor."

Briggs and Stratton 17HP Intek Governer Overspeeds

Can you Regulate the Engine Speed Using the Governor Arm? If Yes, then Reset the Governor. **To Reset the Governor; Loosen the Governor Arm Bolt and Turn the Governor Shaft Clockwise Until it Stops. Using the Governor Arm Hold the Carburetor to Full Throttle. Now with the Shaft Full Clockwise and the Governor Arm and Carburetor Held at Full Throttle, Tighten the Governor Arm Bolt. If the Engine Still Runs Full Throttle, then Reverse the Rotation of the Governor Shaft, but Still Hold the Carburetor at Full Throttle with the Governor Arm. If it Still Runs at Full Throttle, then Check the Internal Governor.** If you Can Not Regulate the Engine Speed Using the Governor Control Arm, then Check the Carburetor Throttle Valve. If the Throttle Control Valve (sometimes called a Flap or Plate) Mounting Screws Came Out of the Control Valve, then you will have No Control Over the Engine Speed. Send me the Model and Type or Spec Numbers Off the Engine, Please. With these I can Locate the Proper Manual and Better Assist you. **The Throttle Cable Attaches to the Throttle Control Bracket. The Cable Moves a Slide that Moves a Pivot. The Pivot has the Spring Attached to it and to the Governor Arm. The Solid Link Connects to the Governor Arm and goes to the Throttle Shaft on the Carburetor. When the Throttle Cable is Moved it Moves the Pivot and the Pivot Pulls the Spring. The Spring Pulls the Governor Arm and the Governor Arm Moves the Throttle Shaft. Usually the Spring is in the Lower Hole in the Governor Arm and the Solid Link is in the Top Hole of the Governor Arm.** If you Hit a Snag or this Does Not Correct the Problem, I am Here if You Require More Assistance. Hope this Helps. Let me Know What Happens

Governor does not seem to work

Sometimes the governor gear inside the engine breaks and you have to replace it. Did you try to adjust the governor by putting the throttle full and unloosen the screw on the governor arm and push the governor piece the same direction as the throttle opens and tighten the screw.

I need the linkage diagram for a 20 hp briggs and statton model 407777-0167

Besides the service manual you can view parts diagrams at a dealer like www.arcolawn.com. You can purchase the service manual at a dealer and it will show you how to hook it up.
The throttle linkage hooks up to the throttle shaft closest to the engine. the governor spring attaches the governor arm to the throttle linkage.
The choke cable attaches to the shaft farthest from the engine. I hope this helps.
PS your engine has two factory service bulletins on it.

The govenor rod cannot be adjusted. The springs are intact. Motor revs up but will not idle down. It is 23 HP.

Just guessing here, but if there is no control of the throttle and the engine over revs, then more than likely the governor control is broke. Briggs if famous for that problem. Governor is around 25 dollars and a lower crankcase gasket. Requires the engine to be pulled, lower crankcase removed, remove all pieces of old governor and then re assemble with new governor and gasket.////Before doing all this check that both springs are on the governor on the exterior of motor. If you manually hold the governor arm back, counterclockwise, and it still revs, then you need to replace governor. Don't let it rev for long or it with throw a pushrod or worse. good luck

I have a 24HP V-Twin Briggs that i blew up. I found the parts i needed and rebuilt the beast. It starts and runs but i cant get it to throttle down. I split the case again and inspected the governor....

A big vavume leak and or the throttle blade doesn't close or it gone ( missing). the carb should close all the way ( you can't look thiugh it) with the linkage off you should be able to run it by hand with good results. if you can find out the correct way to put the springs on and just move things around or gat a look at one thats working right and you may see whats put together wrong on yours.

Think i have a problem with governor on my 21hp v-twin briggs. it jumped to max speed and can't get it to slow down. which part of the governoring system could have let go?

Check for a broken spring on the governor linkage, follow your throttle control cable down to where it attaches to the throttle mechanism. In behind where the cable attaches you should be able to see a spring on the governor arm, the spring may have broken or somehow came out of its attaching point. Obviously be very careful about over-revving the engine, it could result in a broken connecting rod and a hole in the side of your crankcase.
