No, the Sanyo DP39842 is not a Smart TV. It can't connect to the internet without another device (computer, Roku, Fire Stick, etc). It can display images from a USB drive. See the manual here: https://www.manualslib.com/manual/1405790/Sanyo-Dp39842.html . (Note: this manual has a 2012 copyright date; very few TVs came with an internet connection then.)
Unfortunately, there is no owner's manual available for the Sanyo FW43R48FC smart tv with Roku. Under the Downloads tab, http://www.sanyo-av.com/ca/product/product.php?id=730 , there is a quick start guide, a sales brochure leaflet and the energy savings information. There are owner's manuals for other Sanyo TVs available from their support site: http://www.sanyo-av.com/us/support/download.php . It's only the Roku models that seem to have less documentation.
A VCR to a smart TV? Only when the TV has a Scart connector and the VCS has one it will work. You need a scart cable for that. There were no VCR's with HDMI out.
