I'd suggest checking your user manual. If you don't have one, you can download one from the duralast site.

I have this very same problem... does it need charging or is it full ? doesn't seem correct.

The charger to a Jumpstart charges at a low rate (300mA to 500mA) and will not push enough current to start a car. Best to have Jumpstarts recharged every 6 months to be ready for emergency.

Hi, usually after you drain the unit down it will take up to 4 hours for it to charge up 100%. but do not leave it on the charger all the time when not in use because this decreases battery life.

I think the problem might be your battery setup.
First of all, these batteries are not deep-cycle batteries they may not tolerate this kind of usage. Secondly, if you have 20 batteries connected in parallel they could end up working  against each other (draining each other) all the time.
You might do better with 2 very large 6 volt deep-cycle golf cart or fork lift batteries.
