Shut down your router and disconnect all the cables including power cable and press power button of router for 60 seconds and connect all the cable and connect it to the computer and check

This could be a duplex issue. When you log into the belkin does is assign you an IP address? Have you used a ballpoint pen to reset the EMTA since you have connected the router?
