You cant. The only reason why sometimes you can connect to the internet by connecting to a network anywhere you are is that those networks are unsecured. Most of the time when people setup a wireless network, they just dont secure it by creating an SSID. The down side to this is that anyone can connect to your network and share your internet bandwidth, when your the normal user who just browse some websites and just sends emails, then you wont notice that somebody's sharing your internet, but when you need high internet connection like when your playing online with your PS3 or joining network games, it would slow you down.
The best solution to surf or go to the internet anywhere is by getting an internet DONGLE from an internet service provider. So you can take it anywhere and not worry wether the place your at would have an unsecured network or not.
