Restart in safe mode, by simpally pressing the f8 key while it’s turning on, and simply uninstall anything new you’ve installed. Hopefully this would be enough, if not you need to install a new windows.
Right click your mouse, anywhere on the screen, when the small window opens click on view then make sure there is a check mark by "Show Desktop Icons"

First a question; you say you only have the background and cursor does that mean literally everything else is gone including the start button in the lower left and the task manager in the lower right? Or do you mean that all your icons, shortcuts, folders and files you had on your desktop are gone?

What OS do you have? Is the keyboard responsive when you get into the operating system? Did you install anything the last time it worked fine?

Can you start it in Safe Mode? Press F8 while the computer is booting. click on Safe Mode with Networking when the menu comes up.
When you get into Safe Mode, run you anti-virus. And clean your Cookies, Temp files and Internet Temporary Files. And while in Safe Mode, run a defrag of the C: drive. Restart the computer and it should start up correctly.

Here's a couple of things to try:
Press Cntl+Esc key. That should bring up the Start Menu. Maybe the menu is hidden on one of the sides, or top. If it is, click it and drag it back to the bottom. if this doesn't work:
This problem can also occur when you are infected with a virus that seems to be unreported on symantec or any of the other anti-virus resources I've found.
If you can get to task manager go to the Processes tab, and look for a process called 'SYSU.EXE'. If it's running, kill it.
Now, if your desktop suddenly returns to normal, then yes, you've got this virus. You're not out of the woods yet. There is probably a folder on your machine called 'C:Program Filesddm'. Delete that, of course. You'll probably also want to search your registry for the string 'ddm' and kill most of what you find. In particular the key HKEY_LOCAL_MACHINE/SOFTWARE/ddm, and anything under HKEY_LOCAL_MACHINE/SOFTWARE/Microsoft/Windows/CurrentVersion/Run and/or Run once that refers to 'ddm' or 'sysu.exe'.
As usual, I'll include that this entire procedure is something you should undergo with great care, or leave to a computer guru friend if you're not comfortable with it.
