Check fuel is flowing to carb, if it is then you need to have to carb cleaned
Check the fuel tank pickup filter screen.

There is still either water or debree contaminating the fuel system. Surging is usually debree, empty and flush the tank with gas or Iso alcohol, disassemble carb soak in solvent for 30 minutes blow out the carb passages, reassemble and if the problem persists run engine at top rpm with air cleaner off and block off carb intake with hand, this will stall the motor restart and repeat 4 - 5 times this wiil draw out any debree or other blockage in the carb.

More than likely, it is the main jet is partially clogged. That is the brass bolt that holds the float bowl onto the body of the carburetor. Remove this bolt and washer and clean it well. Use no metal objects to clean it.. Make sure the bottom hole and the side holes near the top are clean and clear.Carb/choke aerosol spray should do the job here. Use no metal wires or scrapers on the jet. Clean until shiny, reinstall and try starting the machine.
