I took this to a watch repair sevices center who specialized in eco drive watch repair. they replaced my stem but now the watch runs but doesnt keep good time. what is wrong and what did they not do in this repair.. they charged me $69.00 for the repair but now want to charge me 150 for to repair the time issues. what is right here.???

Nothing is right here. First of all you have to go back to that watch repair shop and ask for receipt for what was done. Stem itself cost about $3-$5 and the rest is charged for quality workmanship. Yoy must get full description of work done. Watchmaking trade rules are very strict and if there were any other faults than the faulty (broken) stem, they shuld inform you ASAP and explain all the job and extra money involved.
And the most important - no decent watchmaker can return watch to the customer without properly checking it's timekeeping, functions, e.t.c., so, the only one to blame is the company who did repairs.
Copy receipt, write an email and contact Citizen directly, explaining everything to the smallest detail. They shuld give you full support and even return the money if you are lucky enough.

I hope you have had a resolution by now. For $150, it would appear that their solution is to replace the movement, But definately, they should have checked the time keeping and all functions an informed you of any problems and an estimate to repare it. Since you say the the stem needed to be replace, it may have bee possible for moisture or contaminants to get in and damage movement. This they should have checked. Good Luck
