I highly doubt that. We shouldn't believe everything our relatives, friends, or others relations tell us. From experience, I've found my family to be less informed than I thought growing up. Besides, to examine DNA samples it would take trillions of dollars to fund such a program, let alone the resources necessary. Paranoia isnt something that should be spread. Millions of people file taxes every year, it would cost more than any war we've fought thus far. So no, tell mom to stop being so paranoid. No one cares about your DNA.

Is it true one will not receive 2014 federal tax return money until October

I think anyone who says anything about when 2014 refunds will be sent out really does not know what they are talking about. If your return is uncomplicated, and you don't owe obamacare tax you will probably get your refund about when you have in the past. Remember don't file before Feb 1st. Jan 30 is the deadline for employers and other payers to send out W2's and 1099's. So the IRS doesn't have this info before February.
