The inlets should be color coded and also stamped in to top. with controls facing you the cold is on the right.

If you don't have current, 0v from terminal to terminal, then you don't have voltage to the elements. Replace the thermostat but check that you have 220v to the thermostat. It is possible that your breakers to the unit are either bad or tripped.

The tank may be corroded and you may need a new unit. Check to make sure that the water is not coming from any of the water connections that are higher up on the unit. Also check the drain plug to make sure it's secure. I don't know the age of the water heater but it may be time to replace. Most people don't know that water heaters require maintenace (draining the tank to remove sediment) from time to time.

Hi,
Often the hot water tanks will begin to leak at the weld around one of the inlet/outlet holes....
the tank will need to be replaced as they is no way to repair that...

Hi,
The one with the pipe going to the bottom is the cold...cold water goes in on the bottom and the hot comes off of the top...hot water is lighter then cold water and rises to the top...

Clean water filter located on cold water inlet at top of cold pipe when cold enters unit
Test single handle faucets for crossover
Check if faucet can fill 1 gallon can in 30 seconds.

Were is cold water inlet and hot water outel on model 71-40d b

Cold inlet and hot outlet are marked on top of water heater.
Usually there is a letter or word embossed into the metal top.

If tank is connected, then turn on hot water tap for a few moment and feel which pipe is hot.

Cold water enters bottom of tank through dip tube located on cold side. If hot and cold are reversed, the water heater will not perform as expected.

My unit is a paloma tankless model # PTG-74PVP its throwing error code C4 15 what does this mean? We believe its a flow problem because we hooked up an external pump, it starts out with full flow then...

Could be a restricted inlet pipe just as you suspected.

Running out of hot water after 10-15 minutes. already changed the bottom element and theromstat and still missing hot hot??

Is the upper element working?
The cold water comes in at the top inlet and there is a tube inside the water heater which takes the water to the bottom. If this tube breaks off the cold water will mix with the hot water on the top and you'll have less hot water. You can take it out and inspect or replace it.

My water is not hot

There are two access panels on the heater, remove screws to access it. They cover the upper thermostat and element and the bottom covers the bottom thermostat and element.
The top thermostat is the main one that has a reset button along with a dial to turn up the heat for the top element. A white plastic knob that you can use a flat head screw driver to turn to adjust.
Also you have one on the bottom to turn to adjust the heat on the bottom.

This is how you adjust thermostat's to increase to a hotter setting.

I have hot water for a minute then it goes to warm. I took off the 2 wires on each element and I have 15 ohms on the top and 5.5 on the bottom. Is my bottom element bad?

Sounds like bottom element may be bad but usually reads open circuit if bad. Also tan k would run about 8 gallons hot water then go cold. lots of warm water usually means bad dip tube.
Check if tank is hot at bottom element when not used for a while. If bottom element is still cold then bad element.
If bottom element is hot - (all water in tank is hot then you have a bad "dip tube" This is allowing incoming cold water to mix with outgoing hot water. The dip tube is usually A part of the cold water nipple or B located under the cold water inlet nipple.

My rheem water heater doesn't seem to be heating the water. I have a Rheem model 81SV40D and the water is not hot and doesn't seem to get hot. I have checked the dials on the water heater and they are set...

try setting the bottom 10 degrees hoter than the top could be in short cycle (thatis the bottom calls for heat on the bottom element and set too close so goes back to top and cycles off
