What is the best lens for nikon d3100

That depends on a lot of factors.

What do you want to do with the lens? The best lens for taking pictures of landscapes isn't the best lens for taking pictures of wild animals. The best lens for taking pictures at football games isn't the best lens for taking pictures at a wedding.

Then there're factors like size, weight, speed, and cost.

What to set your camera on to get best quailty pictures. (A-dep, M, Av, Tv, P) them settings?

That question is impossible to answer. Among other things, it depends on what you're taking a picture of, and what you want to do with it. Taking a picture of a landscape requires different settings than taking a portrait of a person. Taking a closeup picture of a flower requires different settings from the other two.

Even of the same subject, settings may vary according to the intended use of the photo. Taking a picture for your scrapbook of your house with your family playing in the yard would be done differently from taking a picture of your house to advertise it for sale.

If there was one best setting for all pictures, the camera would have it. Cameras give you a variety of settings so you can adjust them to suit the situation.

May I suggest a visit to your local library? They should have some books on photography, explaining things like apertures, shutter speeds, depth of field, and why you would want to control some or all of them for certain purposes.

Camera is not taking pictures

I was taking pictures at a pep rally that we were having at our school. While taking pictures I hit a button. I handed it to someone to fix. When I got it back I took about two more pictures and then it wouldn't take anything. It focuses and beeps like it is ready, but will not take anything.
