If it is a mechnical machine (not computerized). Possibly the dial mechanism is stuck due to old oil. I apply a couple drops of liquid Tri-Flow Synthetic Lube to the internal mechanism of the selector dial. Also, directing heated air from a hairdyr into the interior of the machine will hasten results. Otherwise, the mechanism could be broken.

SOURCE: Need an operator manual for a New Home Sewing machine Model SL-2022
You can purchase a manual for the SL-2022 from Sew USA: http://www.sewusa.com/Sewing_Machine_Manuals/New_Home_Manuals/New_Home_2022_Instruction_Manual.htm or from Sew4Less: http://www.sew4less.com/product/561/New_Home_SL2022_Instruction_Manual . Since Janome no longer has the manual for this machine, you can't download it from their retired machine's manual page.
I hope this helps.

If it's a mechanical Bernina, it could be some of the lever mechanics have seized from old, dry oil. You can try liquid Tri-Flow Synthetic Oil--a couple drops where metal rubs on metal to see if it loosens things up. Applying hot air from a handheld hairdryer will help speed it up. The other possible alternative is that something is no longer attached to the knob/lever.
If it is a computerized Bernina, you should probably take it for service.
