I am tempted to tell you to try a system restore to a point where the program was running. This would uninstall programs between then and now but should restore your use of the application.
Here's the manual for the AcuRite Weather Forecaster. If it's not showing the outside temperature, make sure the A-B-C switch is set to match the display unit. HH means it is showing the high temperature you (most likely accidentally) set with the MAX MIN / + button, which is easy to do when setting the clock. Just press that button again until the reading appears.
Before attempting to set the time, let the outdoor transmitter sync with the indoor receiver. Once that's done, you'll be able to successfully set and retain the date and time.
