make sure not to stretch it out this is critical under filter houseing is the throttle useally white plastic on a shaft going down through carb and has a hole or 2 one for governer rod and the other for the spring then a tab a inch or so away with a hole carefully hook into the metal tab and carb with out over stretching the spring
Remove carb float bowl. Clean bowl. Get model no. of engine and get new float bowl gasket set at mower repair store. Ensure float drops down freely with float bowl removed. Push up on float to stop fuel flow. If not working properly replace float and meter needle.
The problem is more likely that the gas has varnished inside the carb. Mine did the same thing and I cleaned the carb and it ran great afterwards.
Now I have the carb off again because someone dumped a bag of sugar into my gas tank and it got sugar all through the system and into the carb and engine. I couldn't believe how much sugar is in there. Now I'm trying to find a diagram or schematic to show the exact set up for reinstalling the choke and throttle linkage and the spring with the throttle.
You will need to pull the air filter housing off the carb. then remove the two nuts holding the carb to the engine. Disconnect the Gov. and trottle linkage (little tricky, but you can do it.)
Once you have the carb off the motor I'm pretty confident you will find the inside brass circular door (the one on the outside is the choke) has lost a screw and does not pivot correctly. You need to secure the baffle door to the pivot, replace all parts and she will no longer race.
