Horizontal output section to your TV has the fault. Line Output Transformer should be suspected.

32 inch prima lcd tv model lc-32u16 that won't turn on
You probably have some defective filter capacitors in the power supply. The tops of them may be domed instead of flat. Be sure to replace them with same values listed on the originals - slightly higher voltage rating is OK, but no less! Make sure they are rated at 105 degrees C and not 85 degrees.
