(case in point my cable modem comes is 16 speeds.
speed x1 is no good, or streaming will fail. (shows buffering and stalls, endless...)
I pay big money for x16, no stall and TV and gigalan in all rooms all wired, and never chop for years.

is you local internet connection wifi or is it Ethernet cable.
the later is a test use the cable to the router, and If that works ok. your wifi has problem.s
wifi , can be very problematic (google it and read endless problems )
if wifi , move close to your Router, if that makes streaming work better you learned how weak wifi is (it's radio technology)
if wifi is overloaded in you highly populated neighborhood
use a higher channel. (a router setting) do you own your own router, or does the ISP own it. (sorry but networking is not simple)
in the PC , see what startup programs are running,
run taskmanager (control+alt+delete)
see startup tab.

Netflix and others also allow you to run lower density videos. that do not need high bandwidth, HD and not UHD. see?

PC too far from your router of blocked by brick walls, or using 5Hz band only. is 2.4Ghz turned off by mistake in the router.
in the home some appliances can jam wifi.
(huge list ask) like old landline phone sets.
