Steaming from whom,. netfilx, vudu, hulu ,. who?
if only one is bad, them maybe they have problems today.; (yah)

Acer Swift 3 Intel Core i5-8250U 8GB 256GB SSD Windows 10 SF315-51G-51CE (Gen8 intel processor !)
this? (yes/no)?
if yes, then you will NOT need more RAM, 8GB is more than plenty. really the PC is perfect, if not INFECTED .
Let me guess, streaming with Windows EDGE browser?

what internet connection do you have,, HOME to ISP.?
DSL, cable, Fiber, satellite. ?dial up (lol) or 3/5G ?
(case in point my cable modem comes is 16 speeds.
speed x1 is no good, or streaming will fail. (shows buffering and stalls, endless...)
I pay big money for x16, no stall and TV and gigalan in all rooms all wired, and never chop for years.
the endless WIFI BLUES:
is you local internet connection wifi or is it Ethernet cable.
the later is a test use the cable to the router, and If that works ok. your wifi has problem.s
wifi , can be very problematic (google it and read endless problems )
if wifi , move close to your Router, if that makes streaming work better you learned how weak wifi is (it's radio technology)
if wifi is overloaded in you highly populated neighborhood
use a higher channel. (a router setting) do you own your own router, or does the ISP own it. (sorry but networking is not simple)

in the PC , see what startup programs are running,
    run taskmanager (control+alt+delete)
    see startup tab.
disable thing there you don't need.
(adobe update, etc, most with update in name disable them) lean this down.

    best is test wired first,
    ok>?
if wired works and wireless fails
then we go the long hard road of diagnosing wireless , here in a text box. (blind)
wireless loves to fail. that is what it is.
    google wireless sucks and read.

but if you live far from the big city
and are close to your router wifi.
    then it works, ok. mostly.

but NO ISP stated, at all.
for streaming to work you need some bandwidth.
google and run speed test yet?
did you run say Netflix speed test.
this tells you what streaming modes will best work for you.https://ispspeedindex.netflix.com/countr...

Netflix and others also allow you to run lower density videos. that do not need high bandwidth, HD and not UHD. see?

    try wired Ethernet first.
if that fails say so first
its only $5 cable, to buy, and test .

choppy has many causes. ( a short list)
ISP issues. (connections to the web bad)
PC issues, lots of background processes running that must not be.
    PC infected.? malware etc.
WIFI is overloaded in your HOOD, (run Inssider app v2 free try higher channels?yet)
PC too far from your router of blocked by brick walls, or using 5Hz band only. is 2.4Ghz turned off by mistake in the router.
in the home some appliances can jam wifi.
(huge list ask) like old landline phone sets.
or baby monitors and more. lots.

Internet streaming audio problems

At this point I would suggest doing a fresh install of the windows operational system, or if you can remember when the problem started with the last download or updates that may give a clue where to look, finally try a system restore if you can back date it far enough.

Sony VAIO vgatz750p has problems plating video. Playback is in almost slow motion and choppy

You probably need more ram memory. Also try playing a video in your dvd player. If it plays slow and choppy you definitely need more ram memory.

If you are trying to play a video from a website (streaming) then three things can affect how smooth it plays.
1) Memory - your ram memory might be low
2) The website might be experience heavy traffic from many users.
3) The Line Speed of your internet connection from your service provider might be slow. For example: AT&T sells about 3 or 4 different packages and each one increases the line speed for uploading or downloading. If you buy the low end package the line speed is very slow on uploading and downloading or streaming. It's ok for just surfing, but nothing else.

Computer

Choppy Video? What do you mean choppy video? Is the video starting and stopping rather than playing continuous? If so, either you need more memory or the site you are watching the video from is slow. Also sometimes you line speed on the computer might be slow if you are watching the video online.

How does the video play if you played a DvD in your computer? If it plays the DvD without stalling, then your problem is more than like the site you are watching or the line speed as you stream the video.

When playing videos on my htc g2 it is choppy. How do I fix this?

If you're streaming over a connection, pause and let it buffer fully.

If you have it saved on the phone, decrease the quality of the video.
