I have emptied all the ice and cleaned the shut and even replaced the ice bin with a new one, bought from the Sears Online Parts Store, even with the bin emptied and the ice maker turned off there is a large amount of snow and frost at the opening of the shut and in the ejector channel of the ice bin... How Can I STOP this and get it to make and dispense ice cubes?

There is something called a crusher control rod located on your icemaker bin. If you pull the bin out, you'll see it protruding from the backside of the bin. That rod inserts into the solenoid, which looks like a hole usually when looking in the freezer with the ice bin removed, it's toward the left side behind the bin.
This solenoid and rod work together to give you either crushed or cubed ice. See if the solenoid is stuck or iced up. You should be able to remove the ice and push it up and down to break it free.

check the arm on the bottom of the ice bin going back to the back wall of the freezer if it is in that little stirup then the solenoid could be bad or frozen. the solenoid lifts that arm which opens the flap on the front of the bin which lets the ice fall out without going through the crusher. clear as mud?

I would contact Hotpoint direct for this one. It sounds like a design fault to me.
What I think may be going on is that the cubes are melting too much, then refreezing lower down.
Set your freezer to -18, and the fridge to +2 and see if that changes things any.
Check seals in that area. Where is the moisture coming from to generate the frosting? - Is the location high in humidity?

I have a GE TFX25ppbaaa refrigerator. The ice maker corkscrew motor would run and provide crushed ice only. The corkscrew motor would not run when the switch was moved to the cubed ice ( half moon) setting.
I replaced the large Light/ water/ crushed ice/cubed ice switch , ( product service number GEH WR55X129 ) ( part number GE 162D6372 PO17 )and it fixed the problem. Cost was about $43.00.
