Something inside the decoder has failed.

Try to change power supply of the decoder that is if it cannot even scan. Testing remote control use the camera look into the camera as if you want to take photos of that infra red diode on the remote control then press any keys on it. You should be able to see the diode growing on each stroke.

Check the remote control for its infra-red emission. Check it with fresh batteries. Check by pressing all the buttons on it; and see whether all of it generates infrared signal while pressing. If it is found OK, check and replace the infrared sensor inside the TV. If you wish to get some details; check the site linked here. Those blinks [flashes] are fault indication (Error Codes). From the number of blinks occur at one time switch ON, you can get an idea about the faulty circuit section inside it. This will make repair easy. These are called blinking codes. Make sure about the exact number of blinking of the standby/power LED, by switching On & OFF the set, for at least two times. If blinks continue without any pause, the main board is faulty.
