Check and replace damaged component/s at its horizontal scan output section circuit. Check the LOT (Line Output Transformer) too for damage. Replace the horizontal scan output transistor. That might be an issue with the TVs picture tube if it was not one of the LED or LCD TVs. Please get a technician changed it. If it was any one of the LCD or LED TVs, then it would be more expensive than you expect.
Could be several things going on but the unit will need to be diagnosed to be sure. I would start with checking the t-con/LCD panel ribbon connections. Outside of that could be a defective t-con or LCD panel.

you just say horizontal lines / and across a top of your television.I expect your trouble is the vertical line of your television . sound ok? try trouble the vertical section the check the resistor?
It sounds as you desribe, the vertical output IC and or the b+ feed capacitor off the Hi voltage transformer feeding the vert. IC its required voltage. Not a really hard job to replace, but not for a handi person to do. This should be left to the professional, as there are no user serviceable parts inside this set and with the HI voltage and the safety issues its best to call somesone to assist you with this repair.
