Once the bolt is removed, it should be able to just pull up. It may be tough but grab it from the base and pull up with some force. Carefull not to hit your face once you free it up.

Sounds like the motor control relay had the contacts fused closed. This would most likely lock out the the other functions.

Sounds like the load size switch on the control panel is not contacting any position except the small load. Replace the switch.
