I assume SPA means Special Power of Attorney, but correct me if I am wrong in that assumption.

Unsure why the Phillippine Consulate would need to notarize it if it is for use with the Unites States government. I am not an attorney.

Special Power of Attorney forms for the United States have specific requirements, which were changed in February 2018.
