You can request a payment deferral where they take your next payment and put it at the end of the loan thus allowing you the time to put the money up for the next payment and keeping you from being late. If all else failss i suggest that you look into refinancing with another bank or loan company at a lower apr rate.

My payment is due on the 13th of each month. Can I pay it on line ahead of time, and make sure my billing date stays the 13th of the month?

U can always pay ahead of time. Only thing you have no control over is if the vendor changes the payment due date. So u have to be vigilant lest you incur late payment charges if date is changed to earlier date.

Can I change the date my wireless bill is due?

Most wireless companies will work with you to be able to change the Due Date. You will need to contact the wireless provider directly at their customer service line and they will set a cycle change for you to target a general due date in the month, usually between the 1st and the 28th. As a general rule, when the change is made, you will end up with a short cycle or a long cycle, depending on how the company operates. A short cycle would, for example, have a normal bill due on say, the 5th, and then a smaller bill due on the target date (like the 10th). A long cycle would have a normal bill due on the 5th, then skip the next 5th bill due date and have a larger than normal bill due on new due date. The customer service representative at the company will be able to explain the process to you directly.

Number of days past the due date as a percentage?

That would depend on the terms of the payment. Two days late on a daily payment would be 200% while two days late on an annual payment would be about half a percent.

Posting progress payments

If you are paying your sales tax by invoice date - the payments will not affect your liablity. ie you owe the whole amount of sales tax as of the date of the invoice. If you are paying sales tax as of the time of payment. You will owe sales tax at the time you receive payment.
Since you are using progress invoicing, the sales tax would be come due at the time of the invoice. If you are just receiving payments, you would receive payments (as you would with any customer, and not invoice until time of completion. You would just need to make sure that your preference for sales tax due date is set to Invoice date, not time of payment.
