My 1510-IT came with a faulty battery cover top for the rain guage. There should be a metallic clip mounted to the cover to tie the 2 batteries together electrically. Mine had nothing there. I soldered a wire between the 2 batteries and used some cardboard under the cover to make sure the batteries were pushed down into their holder. Problem solved!
I can't imagine this is systemic but it happened to me.

Depending on the weather station type, you may have a bad tipping cup, or if it uses a saturation sensor, it may be at the end of its useful life or defective. It doesn't sound like calibration since you said it only acts up occasionally. Also check for any bad wiring or terminal connections. Bad connections can cause a host of different problems.
If you know the brand of the weather station, contact the vendor for additional information.
In some of these weather stations, you have to install the batteries in the transmitter first and then the weather station within a certain time limit. Also, the weather station must be within a specified distance from the transmitter when replacing the batteries.
If you look on the weather station, there should be a make and model number. If you have that, you can visit the website (if there is one) and download an instruction booklet for your model.
