Your operating system may be corrupt. Please try the following:
Try hitting the F8 key repetedly at boot to see if it goes into the preboot menu. If so, choose last known good config and try booting again. If not, you may want to grab your restore disk and perform a windows repair. Insert the CD in your drive and boot to it. Choose the option to repair your windows installation. This will fix windows without destroying your data

I had the same problem with a samsung J2 until I got the user manual and it said to slide the green phone out of the circle.
